What changed in 2026
Before 2026, many establishments added a service charge of 5-15% to the bill. They can no longer add such a compulsory fee as a separate item above the cost of the order. The establishment’s expenses must be included in the prices of food and drink, and the total must be calculated from the menu available before you order.
The law does not prohibit voluntary tips. Guests decide for themselves whether to leave one and how much. A tip does not replace payment for the order and should not appear on the bill without the customer’s consent.
In brief: the menu price should already include service. Any additional reward for staff is your choice.
Tips in cafés and restaurants
First pay the amount shown by the menu. If you were pleased with the service, you can round up the bill or leave a separate cash amount. Kyrgyzstan has no single compulsory tipping rate, so there is no need to add a percentage automatically to every order.
If you want to thank a particular waiter, ask how the establishment distributes tips. Money left by card or through a shared QR code may be divided among the shift, while the rules for cash depend on the restaurant.
Tips are not normally expected at a market, in a canteen or for takeaway food. A tip jar at the till indicates an option, not an obligation.
Taxis, hotels and guides
Taxis. In an app, it is enough to pay the quoted fare. Rounding up or adding something can be appropriate if the driver helped with luggage, waited longer than agreed or drove a difficult section carefully, but the decision belongs to the passenger.
Hotels. Tips for housekeeping or a member of staff who helped with heavy luggage are voluntary. Before paying for an extra service, check whether it is already included in the room rate.
Tour guides and drivers. Agree the excursion price in advance. An additional reward depends on the quality of the work, route length and group size. It does not cover unexpected expenses: list admission fees, meals, fuel and transfers before the trip begins.
What to do if a separate charge appears on the bill
- Compare every item with the menu and ask what the additional line means.
- Ask the manager to recalculate the bill using the prices shown before you ordered.
- Keep a photograph of the menu and the receipt if the establishment refuses to correct the total.
- If necessary, contact the Antimonopoly Regulation Service or the consumer protection authority.
A loud dispute with the waiter seldom helps: the establishment sets its pricing policy, and a manager is usually the person able to correct the bill. Make the request directly: “Please recalculate the bill without the separate service charge. The menu showed the final price.”
